Cronyism is the practice of partiality in awarding jobs and other advantages to friends or trusted colleagues, especially in politics and between politicians and supportive organizations.
It is a common practice but it has some up in arms.
Carlos Segnini, before stepping down from his job as Minister of Public Works and Transport, signed a document ordering an investigation into the appointment of Pablo Contreras Vasquez by CONAVI, the National Highway Council.
The preliminary investigation was to determine whether the head of the Directorate of Management of Human Resource of the Council observed the appropriate procedures and formalities regarding the appointment of engineer Pablo Contreras Vasquez.
The position is one regulated under civil service and did not have any applicants, which is what allowed the offer to be presented. Some say it is his family connections that got him the job.
There are questions regarding whether the requirements were softened or if he met the normal requirements regarding education and experience, however, Contreras has 30 years of experience, 17 in the public sector.
