Investing in Costa Rica’s Cyber Defense
Under the guidance of Costa Rican President Rodrigo Chaves and U.S. Southern Command’s Gen. Laura Richardson, a three-year security assistance initiative worth $9.8 million, funded by the U.S., is set to enhance Costa Rica’s cyber defense capabilities.
Cyber-Security Operations Center by 2026
By 2026, Costa Rica’s Ministry of Public Security is projected to have its own state-of-the-art Cyber-Security Operations Center. Along with advanced equipment, the initiative entails specialized training and logistical support, all funded through the U.S.’s Foreign Military Financing (FMF) grant.
A Bilateral Stand Against Cyber Threats
Richardson emphasized the significance of defending critical infrastructures and services from cyber-attacks. Such attacks, typically orchestrated by foreign malign actors, jeopardize national security. She reaffirmed, “The United States stands staunchly with Costa Rica, ensuring the safeguarding of its critical networks and vital data they transmit and house.”
Continued Cooperation and Expertise Sharing
The alliance does not end with infrastructure. Training, professional education, conferences, and more will ensure both nations fortify their cyber defenses. Richardson also revealed the forthcoming appointment of a full-time U.S. strategic advisor to bolster Costa Rica’s national cybersecurity policies and strategies.

Citing the power of unity and collaboration, Richardson declared, “Leveraging the strength of our unity — Team Democracy – we use our combined capabilities and shared commitment to address challenges and threats.”
A History of U.S.-Costa Rica Security Collaboration
This initiative adds to a growing list of U.S. support for Costa Rican security:
- $13.8 million U.S.-funded security assistance to counter transnational criminal organizations.
- $25 million dedicated to enhancing Costa Rica’s cyber defenses.
- $7.4 million U.S.-funded engineering project supporting Costa Rican coastal patrol in the Pacific.
- Funding for a coast guard station on the Caribbean coast.
- U.S.-funded fleet of Coastal Patrol Vessels, including parts and operational maintenance.
