The ICT Directive has returned concessions at the Papagayo Tourist Pole to Monte del Barco de Aldessa, something the Tourism Minister was opposed to doing. She claims the other six members who voted were not aligned with the technical and legal criteria to return the permits.
The ICT cancelled the concessionaire’s permits last July. The vote to reinstate them was six in favor and one against. The Tourism Minister was the only one against it. She criticized the others on the Board for reversing their original decision.
Most agree that it’s odd that after so many years not even the first part of the project has been completed. Still, there is a legal process in the Papagayo Council to regulate any breaches of contract in 30-day terms to be corrected.
The development was planned to include two beach hotels, a golf course, beach club, condos, villas, a marina and a small town. It is possible that Aldesa will sell part of the project concession to European investors.
