President Rodrigo Chaves has unveiled ambitious plans that promise to boost local business and international tourism while significantly improving the region’s infrastructure.
Unveiling the Mega Marina Project
The proposed project encompasses a comprehensive development plan featuring a dedicated building for cruise passengers, enhanced local businesses, eclectic restaurants, a handicraft market, multiple hotels, expansive parking facilities, and urban integration zones. This extensive initiative aims to rejuvenate Limon’s economic landscape and integrate it more profoundly with the global tourism and maritime industry.
International Interest and Investment
Attracting global attention, the marina project has piqued the interest of at least eleven international companies known for their vast experience and expertise in infrastructure development. Among the frontrunners are China Harbour Engineering Company Limited (CHEC), renowned for its work on the Route 32 extension; Global Ports Holding Plc, a leader in operating cruise ports globally; and Dredging, Environmental and Marine Engineering (DEME), specialists in dredging, land reclamation, and port infrastructure.
Additionally, a mix of other companies and consortiums, including those with Costa Rican shareholding like Platinum World CR Sociedad Anónima, Consorcio Maritime Policy Bureau Corp, and Constructora Meco S.A., have shown keen interest in participating in this transformative venture.
Strategic Impact and Local Benefits
The marina development is strategically crucial for the Costa Rican government under President Chaves. It is envisioned not only as an investment project but as a significant economic stimulant for the Caribbean region of the country. Susy Wing Ching, the executive president of JAPDEVA, highlighted that Costa Rica would provide the land for the project through JAPDEVA, and the financing would be sourced from private investments. “This influx of capital signifies a boon in jobs and productive linkages, crucial for the regional economy,” Ching explained.

Local business owners, government officials, and experts unanimously recognize the potential of the marina project to create employment opportunities, thereby tackling the chronic job scarcity in the region. The project is expected to generate thousands of jobs, addressing a critical need in an area beset by limited opportunities and increasing entanglement in illicit activities.
Ana Matarrita, Mayor of Limon, has called on legislative support for the project, emphasizing its potential to revitalize Limon. “The thousands of jobs that would be generated will solve a pressing need in a region full of a lack of opportunities and whose expectations of peace and healthy coexistence are diminishing every day,” Matarrita stated. She advocates for a public-private partnership to ensure the project’s success and maximize its impact on Limon’s last decade.
