The Costa Rican Electricity Institute , ICE, will take over maintenance of the paralyzed road to San Carlos, temporarily, while a new plan is made and another construction company is hired to finish the central section.
The builder, Sánchez Carvajal, left the project in November with a settlement for slow progress. The main function of ICE will be preventing deterioration of sections already completed. ICE will focus on three areas: determining what works can be lost if not finished, repairing works already done, and maintenance such as cleaning pipes and drains.
The National Council of Roads (Conavi) explained that they are getting quotes and awaiting a complete list of work to be done to complete the project. They are also doing further studies to compare to the original ones.
This road is only 60% done after 13 years of setbacks and a $184 million investment, 98% of the original budget for 100% of the work. A new budget of $5 million will cover the contract negotiated with ICE.
