Costa Rica News – The Costa Rican Electricity Institute (ICE) is considering returning to the pilot plan for solar generation for a period of just one month.
The initiative started in 2010 but they stopped installing new panels.
The manager of ICE explained that the project would not be extended because its goal, which was related to analysing the option, had already been met.
The new president of ICE has indicated a willingness to take the initiative up once again.
The legislation is the only thing that can stand in their way. In order for ICE to expand the project the Regulatory Authority for Public Services (Aresep) must cooperate by suspending Chapter 12 of the “Poasen” regulation, which regulates distribution of solar energy.
The rules set forth by Aresep are impossible to meet, for instance the requirement to get a concession or permit from Minae, a permit which is not yet fully developed.
The regulations for these concessions will be ready on April 15th, so ICE is willing to do a one month plan which will go up to that date.
