Costa Rica News – The Costa Rican Electricity Institute (ICE) has already spent $70 million on the Internet Data Center (CDI), a data bank business created to provide data storage and inter-connectivity for the Government, private enterprises and operators.
The cost had increased to 40% more than the originally approved amount from 2007 to 2012.
ICE’s Financial Audit reported in 2011 that there were critical issues in management and administration from the very beginning.
One example is that ICE started the infrastructure construction in February 2009, but a feasibility report was delivered 11 months later, meaning that they started the project without any awareness of its profitability.
The fact that it was started without the Managing Board’s authorization has raised ethical and legal questions.
ICE refuses to deliver any information about CDI, as the law allows them legal confidentiality due to competition matters.
