Costa Rica News – The Ministry of Health is in trouble with the General Comptroller.
They have been caught giving sanitary permits without conducting field visits. They say that since they were reapplications a second investigation was unnecessary.

What if there is a threat to people or the environment? The Ministry is responsible for the industrial, commercial and service activities and authorizing them based on information and visits. The companies are obliged to comply with certain requirements and without visits how will anyone be held accountable to this?
The comptroller found 8% of the permits granted in 2015 and until May 2016 were done inappropriately, meaning without visits.
Many others were charged low rates that seem to have come from nowhere as they are below the base rates.
