The medicinal cannabis and industrial hemp law was signed by President Carlos Alvarado on March 2. In January, he had partially vetoed it. He promised to leave the regulation published before the change in government.
Costa Rica is now one of just a few countries where it is legal to produce, distribute, and consume medical cannabis and industrial hemp. Of course, there will be strict rules to control, regulate, and grant permits related to these activities.
The law allows for the cultivation, production, industrialization, and marketing of non-psychoactive cannabis and it’s by-products. All parts of the plant can be used, such as seeds, derivatives, and extracts, as long as the THC content is less than 1% by dry weight. It also authorizes the use of psychoactive cannabis for medical and therapeutic purposes in cases where doctors deem this would increase the patient’s quality of life.
Industrial hemp can be used to make ropes, construction panels, shampoo, clothing, hemp cement, plastics with natural origin, and many other products. It can be used to derive 24,000 by-products. The global hemp industry was estimated at $5,733 million between January and October 2020. Opening up this economic activity in Costa Rica will have a positive effect on small agricultural producers.
