Salaries paid by 37 state institutions were analyzed in 2018. This represents 81% of the state institutions. 30 of the 37 were found to pay officials an average of over ¢1 million per month.
The highest average salaries paid are seen in the Congress, General Comptroller’s Office and the Ombudsman’s Office. A comptroller employee makes ¢1.5 million while one working in the Ombudsman’s Office makes ¢1.7 million.
The analysis covered the three branches of the Republic, the Supreme Electoral Tribunal, four public universities, the Costa Rican Social Security Fund, the National Insurance Institute, the Costa Rican Electricity Institute and the Costa Rican Petroleum Refinery.
The INS and the Technological Institute of Costa Rica also record average salaries of ¢1.5 million, while the TSE reports ¢1 million, the Executive Branch ¢941,000, recope ¢1.3 million, and the Caja ¢1.1 million. This is a marked difference from what a police officer makes, ¢593,000.
