Costa Rica Embarks on Ambitious Biofuel Infrastructure Expansion

Costa Rica, known for its commitment to environmental sustainability, is taking a significant leap forward with plans to overhaul its fuel infrastructure. This move is part of the country’s ambitious biofuel rollout plans, aimed at integrating more renewable energy sources into its national fuel supply.

Comprehensive Studies to Launch the Initiative

Studies are set to commence shortly in Costa Rica, focusing on the socio-economic impact and technical feasibility of this infrastructure overhaul. The state fuel company, Recope, is spearheading this initiative, targeting its El Alto, La Garita, and Barranca terminals. These studies mark a crucial first step in this transformative journey.

Phase Two: A Blend of Progress and Innovation

The second phase of the project involves a substantial mix of ethanol with gasoline, targeting up to a 10% blend. To facilitate this, the construction of three ethanol tanks at each terminal is planned, along with the establishment of ethanol discharge points for cistern trucks. Additionally, the project will see the development of ethanol blending systems and other auxiliary systems essential for this transition.

Efficient Procurement and Timely Execution

Recope is set to expedite the process, with an abbreviated procurement phase for the studies. Bids for this crucial groundwork are expected in the coming days, and the studies are slated to be completed within a six-month period.

First Phase: Leveraging Existing Infrastructure

The first phase of Costa Rica’s biofuel project will utilize existing infrastructure, requiring only minor modifications. These adjustments are planned to be executed as part of routine maintenance, ensuring a seamless transition to the new biofuel system.

In September, Recope conducted its first technical meeting to discuss the proposed admixture. This meeting underscores the collaborative approach being taken to ensure the project’s success, involving various stakeholders and experts in the field.

Fuel Consumption Trends in Costa Rica

Data released by Recope reveals significant insights into Costa Rica’s fuel consumption patterns. In the first nine months of 2023, gasoline sales topped the charts at 6.44 million barrels, closely followed by diesel at 6 million barrels. The sales of LPG and jet fuel were recorded at 2.02 million barrels and 1.56 million barrels, respectively. This data is critical in informing the biofuel project’s direction and scope.

Regaining Momentum Post-Pandemic

Annual gasoline sales in Costa Rica have shown resilience, regaining ground after a dip in 2020 due to the pandemic. This rebound is indicative of the country’s economic recovery and serves as a favorable backdrop for the biofuel infrastructure expansion.
