Tong’s Criminal Background
Tong, facing a 17-year prison sentence in Panama, was convicted along with nine others in a significant court case. His co-accused were officials from Panama’s Institutional Directorate of Public Security Affairs (Diasp), tasked with regulating firearms, ammunition, and related materials.
The Interpol Red Notice
Upon his detention, Costa Rican authorities, after confirming his identity and his status as an Interpol wanted individual, proceeded with his arrest. Plans for his deportation to Panama are underway, although details of his time as a fugitive remain unclear, including his undocumented entry into Costa Rica.

Investigations in Panama revealed that Tong had been involved in a corrupt scheme with Diasp officials. The U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) had been tracking Tong since 2013. Their investigations focused on a list of weapons trafficked into Panama by the suspect, contributing to the global effort to clamp down on illegal arms dealing.
