During a recent official visit to Washington, D.C., Costa Rican President Rodrigo Chaves publicly blamed Russia for a series of cyberattacks on the nation’s vital institutions in the previous year. The revelation occurred at a cybersecurity conference held at the distinguished Center for Strategic and International Studies (CSIS).
Evidence Points to Russia
“We realized it was coming from Russia,” voiced President Chaves firmly. The timing of these cyber intrusions, especially as Costa Rica criticized Russia’s aggressive actions in Ukraine, fuels suspicions about their origin.
Key Targets and Impact
Several of these cyber incursions targeted critical sectors within the Costa Rican governmental system. Major institutions such as the Ministry of Finance, the customs structure, and the Costa Rican Social Security Fund (CCSS) found themselves in the crosshairs. The fallout from these cyberattacks paralyzed several public functions for extended periods and interrupted crucial services.
The Culprit: Conti Group
President Chaves directly linked these cyber offenses to the Conti group, a notorious cybercrime gang believed to operate within Russian borders. Moreover, the hackers behind these attacks demanded a ransom – a demand the country firmly declined.
Global Support in Cyber Defense
Costa Rica didn’t face this cyber onslaught alone. Both the U.S. and Spain played pivotal roles in tracing these attacks back to their origins. Acknowledging the essence of global collaboration, the U.S. committed to bolster Costa Rica’s cybersecurity apparatus through financial and technical aid.
In previous discussions between General Laura Richardson, Commander of the Southern Command, and Costa Rican officials, the cyber threat’s gravity was clear. Now, US Deputy National Security Advisor, Anne Newberger, stressed a comprehensive strategy involving diplomacy, security, and infrastructure fortitude is crucial.
