It seems that none of the companies are actually providing the speed the 3G network claims to have nationwide.
ICE reaches 41.6% of the speed while Movistar gets to 65.5$ and Claro to 72.5%. All of these are violating the contracts they are offering to customers and being paid good money for.
This information was revealed in a study by the Superintendency of Telecommunications (Sutel). The 3G network should get to 3 Megabits per second (Mbps). Kolbi reaches just 1.2 Mbps.

Try not to pay for more speed than has been demonstrated to be available.
Additional information to consider from the study is that ICE offers the best voice quality and Claro the best rate of successful calls.
