Community development associations have tried to help them and communities become strong and generate income.
The country has many community organizations, 3,648 in fact.
But just 17 of them have established business units so far and the National Directorate of Community Development hopes that this figure will soon increase.
The National Directorate of Community Development is achieving institutional coordination that includes financial support and advice to community development groups, strengthening existing facilities and those to come.
Its new policy proposes a model that allows for increased financial independence as well as a greater range of action.
Training and financial help will greatly increase opportunities in rural and agricultural communities.
